United States - Mexico Trade Negotiating Objectives Clarification Resolution of 1991 - Expresses the sense of the House of Representatives that it is imperative that any trade agreement establishing a free trade area between the United States and Mexico should achieve U.S.-Mexico negotiating objectives that include issues relating to: (1) U.S. economic growth; (2) rules of origin that prohibit circumvention of U.S. trade laws; (3) certain environmental standards; (4) health and safety and other labor standards; (5) dispute settlement; (6) adjustment with respect to import-sensitive industries; (7) unfair trade practices; (8) exchange rates; and (9) drug interdiction. Sets forth specified presidential reporting requirements. Amends Rule XXII of the House of Representatives to provide procedures for disapproval or consideration of any bill to implement any trade agreement entered into between the United States and Mexico.
