Summary
Specifies that all meetings of committees and subcommittees of the House of Representatives under the Rules of the House of Representatives shall be open to the public except when the committee or subcommittee votes in open session to close the meeting because disclosure of matters to be considered would endanger national security or would violate the Rules of the House of Representatives. Excepts from this requirement meetings relating solely to internal budget or personnel matters.
