Amends rule XLVI of the Rules of the House of Representatives to reduce the number of pieces of franked mail which may be mailed during any calendar year. Limits the number of pieces of franked mail which relate solely to a notice of appearance or a scheduled itinerary of a Member of the House that such Member may mail in a calendar year.
