Rule provides for consideration of Senate amendment No. 136 to H.R. 3015. Upon the adoption of this resolution it shall be in order to consider a motion, if offered by Mr. Whitten or his designee, to recede and concur in Senate amendment No. 136 to the bill H.R. 3015 with the amendment printed in the joint statement of the managers accompanying the conference report on H.R. 3015, and all points of order against said motion for failure to comply with the provisions of section 302(f) of the Congressional Budget Act of 1974, as amended, are waived.
