Amends rule XLVIII of the Rules of the House of Representatives to prohibit a Member of the House (including the Resident Commissioner from Puerto Rico and any Delegate to the House) from having access to any classified information unless and until a copy of a specified oath of secrecy has been signed by that Member and has been published in the Congressional Record.
