Summary
Establishes within the House of Representatives a 16 member Select Committee on Ethics. Authorizes the Speaker to refer to this select committee any bills or resolutions which incorporate or integrate into permanent law portions or modifications of specified Rules of the House of Representatives. Requires this select committee to consider, and report to the House such bills and resolutions. Confers upon the select committee exclusive jurisdiction over such bills and resolutions. Grants the committee jurisdiction to adopt regulations and issue advisory opinions with respect to the application of specified Rules of the House of Representatives.
