    Rule provides for consideration of H.R. 3540 with 1 hour of general debate. Previous question shall be considered as ordered except motion to recommit. Upon adoption of this resolution, it shall be in order to consider the bill in the Committee of the Whole. Points of order against consideration of the bill for failure to comply with clause 1(b) of rule X or clause 7 of rule XXI shall be waived. Points of order against provisions in the bill for failure to comply with clause 2, 5(b) or 6 of rule XXI shall be waived, with certain exceptions specified in the text of the resolution. Measure will be read by title. Bill is open to amendments. After reading of the final lines of the bill, a motion that the Committee of the Whole rise and report the bill to the House with such amendments as have been adopted shall, if offered by the Majority Leader or a designee, have precedence over a motion to amend.
