Summary

Creates a Select Committee of the House of Representatives to conduct a full and complete investigation of all aspects of the energy resources of the United States. Provides that this committee shall investigate: (1) the availability of oil, gas, coal, and nuclear energy reserves and the identification of the ownership of such reserves; (2) the reasons and possible solutions for the delay in new starts of fossil fueled powerplants; (3) the effect of pricing practices by the owners of energy resources; (4) the effect of the import of low sulfur fuels; (5) measures to increase the availability of pipelines, railways, barges, and ships needed to transport fuel materials; (6) measures to close the gap between the supply and demand for electric energy; and (7) the identification of the environmental effects of the electricity industry. Authorizes the committee to hold hearings, subpena witnesses, and require the production of documents. Requires a report on the results of the study, together with legislative recommendations, as soon as practicable during the 93rd Congress.
