Summary

Amends rule XI of the Rules of the House of Representatives to require the chairman of a House committee, whenever any hearing is to be conducted, to notify all prospective witnesses that written statements submitted to the committee should include the amount and source (by agency and program) of any Federal grant (including subgrants from other organizations or from a State pursuant to a Federal block grant) received, and contracts entered into, during the current and previous two fiscal years, by the witnesses and any organizations they represent. Requires all testimony of a witness who fails to make an accurate disclosure of such information to be expunged from the hearing record.
