Summary

Adopts the Rules of the House of Representatives of the Ninety-fourth Congress as the Rules of the House of Representatives of the Ninety-fifth Congress except as amended by this Resolution. Gives the Committee on Armed Services jurisdiction over military applications of nuclear energy and the Committee on Interior and Insular Affairs jurisdiction over regulation of the domestic nuclear energy industry. Renames the Committee on Banking, Currency, and Housing as the Committee on Banking, Finance and Urban Affairs. Gives the Committee on International Relations jurisdiction over nonproliferation of nuclear technology and nuclear hardware, the Committee on Interstate and Foreign Commerce jurisdiction over nuclear as well as nonnuclear energy facilities, the Committee on Science and Technology jurisdiction over all energy research and development and removes the jurisdiction of the Committee on Rules over financial disclosure of a Member, officer, or employee of the House. Permits a committee member to disqualify himself from participating in an investigation. Prohibits referring any bill to the Joint Committee on Atomic Energy by the House. Requires the Speaker to name Members to conference committees who are primarily responsible for and to the extent feasible are proponents of provisions of the bill as it passed the House. Prohibits access to files of the Committee on Standards of Official Conduct without specific prior approval of the Committee. Changes the number of Members necessarily present to vote to close a committee meeting to the public from a quorum to a majority of such committee. States that no committee, except for the Committee on Standards of Official Conduct, may exclude from nonparticipatory attendance at any hearing of any committee or subcommittee any Member unless a majority vote of the House so authorizes. Sets forth rules for setting quorums for taking testimony and specified other action. Prohibits specified committees from sitting without special leave while the House is reading a measure under the five-minute rule. States that a committee or subcommittee may issue a subpoena by a majority of those voting, a majority being present and that such power may be delegated to the chairman of the committee. Sets forth rules concerning the expenditure of foreign currencies during trips abroad by Members or employees of any committee. Permits the Speaker to postpone proceedings on specified resolutions reported by the Committee on Rules. Sets forth the procedure to authorize payments to an entity of the House out of the contingent fund of the House. Prohibits suspension of rules except by two-thirds of the voting members, a quorum being present, except that such rules may be so suspended only on Mondays and Tuesdays during the last six days of a session. Opens to the public each conference committee meeting between the House and the Senate except when, in open session, a majority of Representatives voting determine that all or part of such meeting should be closed. Admits a Member's staff to the Hall of the House with the Speaker's permission and solely for the purpose of advising the Member when that Member has an amendment under consideration.
