Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. After general debate, the pending question shall be the adoption of the amendment in the nature of a substitute recommended by the Committee on Appropriations now printed in the bill. After designatation, said amendment shall be debatable for not to exceed 20 minutes. If said amendment is adopted, then the bill as so amended shall be considered as the original bill for purpose of amendment under the five-minute rule. Measure will be read by section. Specified amendments are in order.
