Summary

Expresses the sense of the House of Representatives that the 96th Congress be an oversight Congress to study and review the application, administration, execution, and effectiveness of the laws enacted by the Congress. Directs each standing committee to: (1) develop an oversight agenda and timetable for the 96th Congress; (2) establish an exclusive subcommittee on oversight; and (3) give priority consideration to the enactment of legislation requiring a "sunset" review timetable for Federal agencies.
