Summary

Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House of Representatives to prohibit any bill, joint resolution, or amendment that contains more than a single subject from being received or considered in the House. Permits a question of order on the number of subjects in any such legislation to be raised at any time. Requires the single subject of any bill or joint resolution to be expressed in the title. Exempts from such requirements legislation that complies, consolidates, revises, or rearranges the statutory law.
