The bill requires the VA and the Department of Defense to jointly submit a report assessing the feasibility and advisability of providing health care services to both veterans and active duty service members at the new Colorado facility. After appropriations are provided for the project, the VA must enter into an agreement with the U.S. Army Corps of Engineers to procure services to carry out the major medical facility project to completion as the construction agent.

Under current law, this provision of funding is capped at 50%. A manufacturing extension center works to transfer manufacturing technology and best business practices.

Air Carrier Worker Support Extension Act of 2020 This bill extends authority for the Department of the Treasury to provide financial assistance to passenger air carriers, cargo air carriers, and contractors of passenger air carriers for the continuation of payment of employee wages, salaries, and benefits. The maximum amounts of financial assistance that may be provided by Treasury for this purpose are $25.5 billion for passenger air carriers, $300 million for cargo air carriers, and $3 billion for contractors . The bill provides specific deadlines and procedures under which Treasury must provide financial assistance to air carriers and contractors. To be eligible for financial assistance, an air carrier or contractor must (1) agree not to reduce pay and benefits or conduct involuntary furloughs until March 31, 2021; and (2) agree, through March 31, 2022, not to repurchase stock, pay dividends, or make other capital distributions. Additionally, Treasury may require carriers that receive assistance to maintain service to points served before March 1, 2020. Such authority terminates on April 1, 2022. The bill limits the maximum allowable compensation of an officer or employee of an air carrier or contractor that receives assistance.

Preserving Data in Government Act of 20 20 This bill requires federal agencies to preserve public access to existing open datasets and prevent the removal of existing datasets without public notice. Specifically, the bill requires that any open government data asset that is made available to the public for at least 90 consecutive days (1) remain machine-readable, available in an open format, and part of the worldwide public domain or, if necessary, be published with an open license; and (2) not be altered in such a way as to decrease its machine-readable nature. It shall not be a violation of such requirement to alter (1) the digital location or format of any open government data asset for routine asset maintenance or long-term archiving if such alteration does not decrease the open public accessibility or the machine-readable nature of the data, or (2) the contents of such data asset to update it or correct an error. Any substantial alteration of the data asset's contents shall be recorded in a log that is made available to the public. An agency may remove such data asset from public availability under specified circumstances, such as if the agency determines that the data asset is too costly to maintain or does not provide sufficient value to the public. This bill shall not apply to such data asset that is required to be removed from public availability or altered under another provision of law.
