Summary

Freedom for Kashmir Resolution - Deplores the excessive use of force and violence by the security forces of the Government of India against civilians in the state of Jammu and Kashmir. Demands that such Government open such state's borders to the media and to international human rights and humanitarian organizations to permit an accurate assessment of the human rights situation. Reaffirms that the question of the future status of the state must be decided through a free and impartial plebiscite. Calls on the President, the United Nations, and the international community to use all measures at their disposal to establish the conditions necessary for such a plebiscite.
