Summary

Expresses the sense of the Congress that the President should: (1) immediately initiate negotiations at the highest level of the Turkish Government to (a) prevent the resumption of opium production, or (b) assure that adequate control measures have been developed and implemented which would effectively safeguard the United States from a renewed flow of illicit opium and its derivatives originating in Turkey; and (2) if such negotiations prove unfruitful, exercise the authority provided by the Congress under the Foreign Assistance Act to suspend all assistance to the Government of Turkey.
