Summary

Expresses the sense of Congress that the President should use the Genoa summit meeting of the G-8 to condition future G-8 meetings upon a demonstration by the Government of the Russian Federation to adhere to the norms and standards of democracy and fundamental human rights that must include: (1) an end to Russian military operations in Chechnya and the initiation of negotiations with the democratically elected Government of Chechnya; (2) granting international missions access to Chechnya to provide humanitarian assistance and to investigate war crimes; (3) respect for a free and independent media; (4) religious freedom; and (5) equal treatment and respect for the human rights of all citizens. Calls for the President and the Secretary of State to: (1) take all necessary steps to suspend the participation of the Russian Federation in meetings of the G-8 countries after the Genoa summit meeting should that Government fail to adhere to such norms and standards; and (2) convey to appropriate Russian Federation Government and G-7 officials this expression of the views of Congress.
