Summary
Expresses support for the Government of the United Kingdom leading an international effort to develop a multilateral initiative designed to provide a significant number of Hong Kong residents with a right of abode outside Hong Kong that would permit them to remain in Hong Kong after 1997 without forfeiting that right. Urges the President to encourage and work with the United Kingdom in commencing discussions with other nations to develop and implement such initiative. Calls on the President to discuss with the Prime Minister of the United Kingdom the possibility of convening a multilateral conference on Hong Kong on such initiative.
