Summary

Amends rule III of the Standing Rules of the Senate to allow the making of a motion to approve the Journal during the reading of the Journal or during the consideration of a motion to amend or correct the Journal. Prohibits the amending, tabling, or debating of the motion. Amends rule V to provide for a count of the Members present by the Presiding Officer when a Senator questions the presence of a quorum. Amends rule VII to establish a procedure under which a Senator may object to the application of the rule expediting introduction of petitions, memorials, bills or resolutions.
