Summary

Expresses the sense of the Senate that: (1) the captors of Joseph Cicippio must not execute him and should cease making threats or setting deadlines with respect to such execution; (2) Iran, Syria, and all other governments and parties with influence on the groups which hold Cicippio and claim to have executed Lieutenant Colonel Higgins should urgently work to prevent Cicippio's execution, should obtain proof as to whether Lt. Col. Higgins is in fact dead, should immediately inform his family, and, if he is dead, should ensure that his body is immediately returned to his family; (3) should any further executions of American hostages occur, the Senate will support appropriate retaliatory action; and (4) all groups or individuals holding American or other foreign hostages in Lebanon should immediately release such hostages, without precondition.
