Summary
Establishes an Office of Temporary Special Independent Counsel, to be directed by a special independent counsel, to investigate, utilizing the Federal Bureau of Investigation, the General Accounting Office, and any other Government department or agency as may be appropriate, unauthorized disclosures of nonpublic confidential information during the Clarence Thomas Supreme Court confirmation hearings and the Charles Keating investigation. Directs the counsel to report investigation findings to the Majority and Minority Leaders for appropriate action.
