Expresses the sense of the Senate that: (1) the President should initiate negotiations with Japan to open up the vehicle carrier trade between the United States and Japan to include participation by U.S. shipping firms in long-term, core vehicle transportation contracts; and (2) the President should report to the Congress on the progress of such negotiations within 90 days after the Senate agrees to this resolution.
