A resolution to express the sense of the Senate that the Secretary of Agriculture should use the disaster reserve established under section 813 of the Agricultural Act of 1970 to alleviate distress to all livestock producers who have suffered feed losses due to drought, flooding, or other natural disasters in 1996 in the most cost efficient manner practicable, including cash payments from the sale of commodities in the disaster reserve, and should provide voluntary conservation assistance to persons who hay or graze on conservation reserve lands, and for other purposes.
