Revises the Standing Rules of the Senate to require committees, within 30 days of after initial publication, to report on the legality of new or revised executive branch rules, regulations, and guidelines within the jurisdiction of the committee. Creates a Special Counsel to the Senate, for the purpose of receiving, compiling and publishing such committee reports.
