A resolution providing that investigations of allegations of improper conduct by Senators shall be conducted by a panel appointed by the President of the Senate.

Summary

Requires the President of the Senate, if the Senate Select Committee on Ethics determines to conduct an investigation of alleged misconduct by Senators, to appoint: (1) a panel consisting of three members who are currently serving or have previously served as a Member of the Senate, to receive testimony and other evidence with respect to such alleged misconduct; and (2) a Federal judge on senior status to serve as a nonvoting presiding officer of the panel. Allows such panel to request the Select Committee to issue subpoenas for the purpose of presenting evidence to the panel. Requires the panel, after receiving such evidence, to make a report of findings of fact to the Select Committee. Allows the Select Committee to remand the report to the panel for further proceedings, discharge the panel, or receive additional evidence itself. Requires the Select Committee to draw conclusions and formulate such recommendations as it deems warranted by the evidence, and make a full report of the results to the Senate.
