Summary

Expresses the sense of the Senate that no amnesty, conditional or otherwise, be considered for any United States citizen who knowingly evaded the draft in order not to serve in the conflict in Southeast Asia, or who knowingly deserted from the armed services while serving our country, until such time as there is: (1) the fullest possible accounting of all Americans still missing in action or otherwise unaccounted for in Southeast Asia; (2) a return of all prisoners of war; and (3) the fullest possible accounting for and repatriation of the remains of those American servicemen who died in the conflict in Southeast Asia.
