Summary
Vereinfachung und Beschleunigung der Bauleitplanung und Raumordnung: vollständige Digitalisierung der Bauleitplanverfahren, Straffung der Umweltprüfung sowie Einführung verbindlicher Verfahrensfristen und einer Präklusionsvorschrift, Verzicht auf verpflichtende frühzeitige Beteiligung der Öffentlichkeit, Vereinfachung der Zulässigkeit von Vorhaben durch Flächennutzungspläne und Einführung von Teilflächennutzungsplänen, Aufwertung des Flächennutzungsplans für den Außenbereich, Ermächtigungsgrundlage für die Aufstellung kommunaler Wiederherstellungssatzungen zur Erhaltung und Steigerung des Anteils von Grünflächen und Baumüberschirmung, u.a.; Anerkennung des Wohnungsbaus als überragendes öffentliches Interesse; Leitbild der dreifachen Innenentwicklung; Stärkung städtebaulicher Instrumente zur Klimaanpassung, insbesondere zum Umgang mit Überflutungen infolge von Hochwasser- oder Starkregenereignissen; Maßnahmen zur Stärkung der Gemeinwohlorientierung wie bspw. Schutz der Vorkaufsrechte gegen Umgehungen sowie Maßnahmenpaket zum Umgang mit Schrottimmobilien; Einschränkung von Grundrechten betr.
