Zahlreiche Maßnahmen zur strukturellen Modernisierung des Verkehrsrechts zwecks Entlastung von Bürgern, Unternehmen und Verwaltung von unnötiger Bürokratie: Bereinigung des Schienenrechts, u.a. Aufhebung von Genehmigungspflichten und Schriftformerfordernissen, Vereinfachung von Verwaltungsverfahren, Erleichterung der Elektrifizierung von Bedarfsplanvorhaben; Anpassungen im Luftverkehrsrecht an aktuelle europäische Bestimmungen, u.a. betr. Vorschriften zum Register des Luftfahrt-Bundesamtes für unbemannte Fluggeräte, Einführung von Genehmigungsfiktionen; Flexibilisierung und Digitalisierung im Personenverkehr, u.a. Entschlackung formaler Planungsanforderungen an die Nahverkehrsplanung, Ersetzen analoger Formvorschriften durch rechtssichere digitale Standards; Modernisierung des Seeschifffahrtsrechts, u.a.
