Summary
Bereitstellung eines Startkapitals für die private Altersvorsorge der jungen Generation und Stärkung der Finanzkompetenz von Kindern und Eltern: staatliche Einzahlung von zehn Euro in einen von den Eltern bei einem entsprechenden Anbieter abgeschlossenen individuellen, kapitalgedeckten Altersvorsorgedepot-Vertrag für Kinder und Jugendliche im Alter von sechs bis 18 Jahren ab dem Geburtsjahrgang 2000, Möglichkeit begrenzter privater Aufstockung und des nahtlosen Übergangs in die steuerlich geförderte private Altersvorsorge ab Volljährigkeit, kollektive Anlage am Kapitalmarkt mit späterer individueller Übertragungsmöglichkeit für Kinder ohne individuellen Vertragsabschluss durch die Eltern, Steuerfreiheit der Erträge bis zum Beginn der Auszahlungsphase nicht vor Vollendung des 65. Lebensjahres; Evaluierung durch das BMF bis zum 31. Dezember 2031;<br /> Gesetz zur Förderung des frühen Aufbaus einer privaten Altersvorsorge (<strong>Frühstartrentengesetz</strong> – FrühStRG) als Art. 1 der Vorlage, Änderung versch. §§ Einkommensteuergesetz, §§ 8, 9, 10 und 57 Investmentsteuergesetz, § 5 Finanzverwaltungsgesetz, §§ 1, 7a und 14 Altersvorsorgeverträge-Zertifizierungsgesetz sowie § 19 Altersvorsorge-Durchführungsverordnung<br /> <br /> <strong>Beschlussempfehlung des Ausschusses:</strong> Änderungen betr. Ruhendstellung und Wiederaufnahme der Zahlung von Eigenbeiträgen, Abschluss- und Vertriebskosten der Standarddepotverträge, Information an Anspruchsberechtigte vor Rückführung der Mittel, Anlage der Mittel, Besteuerung der Leistungen in der Auszahlungsphase, Anspruchszeitraum für am 1. Januar 2026 geborene Kinder, Rückzahlung im Todesfall des Kindes, Prüfung der Förderberechtigung von erwerbstätigen Selbständigen, Streichung der Verzichtsfiktion bei unterbliebener Änderungsanzeige für bestehende Basisrentenverträge u.a.
