Inhalt: Verbesserung der rechtlichen Rahmenbedingungen für ein Einschreiten der Umweltbehörden gegen die Annahme und Anhäufung von Abfällen ohne Verwertungsabsicht bzw. mit unzureichendem Verwertungskonzept: Schaffung der Möglichkeit zur Auferlegung einer Sicherheitsleistung zur Sicherstellung von Nachsorgeanforderungen, Änderung der Regelungen über den immissionsschutzrechtlich genehmigungsfreien Betrieb für Anlagen zur Lagerung von Abfällen bis zu 12 Monaten; Änderung §§ 12 und 17 Bundes-Immissionsschutzgesetz sowie Punkte 8.10 und 8.11 Anlage zur 4. BImSchV Änderungen durch BR-Beschluss: Änderung §§ 1 und 2 Verordnung über genehmigungsbedürftige Anlagen, Wegfall der Änderungen in der Anlage. Es entstehen keine Kosten.
