<strong>Europäische Impulse:</strong> Vorgaben der Europäischen Kommission für Regionalbeihilfen<br /> <br /> <strong>Inhalt:</strong> Nachfolgeregelung für das Ende 2004 auslaufende Investitionszulagengesetz 1999: Weiterführung der Förderung von Erstinvestitionen in Betrieben des verarbeitenden Gewerbes und der produktionsnahen Dienstleistungen sowie von Sanierungs- und Modernisierungsmaßnahmen von Mietwohnungen in den neuen Bundesländern.<br /> <br /> <strong>Änderungen durch BR-Beschluss:</strong> Herausnahme der Förderung von Sanierungs- und Modernisierungsmaßnahmen von Mietwohnungen aus dem Entwurf, dadurch deutlich geringere Steuermindereinnahmen der Gebietskörperschaften; Aufstellung der förderungsfähigen Landkreise und kreisfreien Städte in den neuen Bundesländern und der Arbeitsmarktregion Berlin. Die Steuermindereinnahmen sinken deutlich unter das Niveau des Investitionszulagengesetz 1999. Auswirkungen für die Haushalte der Gebietskörperschaften sind im Einzelnen aus dem beigefügten Finanztableau ersichtlich.<br /> <br /> <strong>Änderungen aufgrund der Ausschußempfehlung:</strong> Investitionszulage an Nutzungsüberlasser, die nicht dem verarbeitenden Gewerbe angehören oder produktionsnahe Dienstleistungen erbringen, nur bei Bescheinigung der Anrechnung der Investitionszulage auf das Nutzungsentgelt, Förderung ausschließlich von Investitionen, die nach Verkündung des Gesetzes getätigt werden, Streichung einer Vorschrift, die zu einer Förderungslücke bei 2004 bestellten und gelieferten, aber erst 2005 betriebsbereiten Investitionsgütern geführt hätte.<br /> <br /> <strong>Nebenschlagwörter:</strong> Neue Bundesländer/Investitionszulagengesetz 2005 * Verarbeitungsgewerbe/Förderung von Erstinvestitionen in Betrieben des verarbeitenden Gewerbes in den neuen Bundesländern * Dienstleistungsunternehmen/Förderung von Erstinvestitionen in Betrieben der produktionsnahen Dienstleistungen in den neuen Bundesländern * Wohnungsinstandsetzung/Förderung von Sanierungs- und Modernisierungsmaßnahmen von Mietwohnungen in den neuen Bundesländern
