Summary

Bezug: Geplante über 50-prozentige Beteiligung der Erziehungsberechtigten bzw. volljährigen Schüler an der Schulbuchfinanzierung in einigen Bundesländern Die Vorlage wurde bereits in der 15. WP eingebracht (s. GESTA 15. WP 2c-E89) Inhalt: Änderung § 7 Buchpreisbindungsgesetz: Erhalt des Sammelrabatts für Schulbuchbestellungen zu Eigentum der öffentlichen Hand auch bei privater Mitfinanzierung, einheitlicher Nachlasssatz von 12 %. Für Länder und Kommunen als Schulaufwandsträger ergeben sich keine unmittelbaren Kostenauswirkungen. Änderung durch BR-Beschluss: Sammelrabatt auch bei Bestellungen zu Eigentum eines Beliehenen, Erhalt der bisherigen Nachlassregelungen. Änderungen aufgrund der Ausschußempfehlung: Verhinderung des missbräuchlich rabattierten Verkaufs einwandfreier Ware als Mängelexemplare, Regelung des rabattierten Abverkaufs der Lagerbestände bei einem Räumungsverkauf; Änderung § 8 Buchpreisbindungsgesetz.
