Originaltext der Frage(n):<br /> <br /> Wann ist mit dem „Bewirtschaftungsschreiben“ des Bundesministeriums der Finanzen (BMF) zum Energie- und Klimafonds zu rechnen, das üblicherweise Ende Dezember/Anfang Januar vorliegt und spätestens für Ende März 2013 vorgesehen war, und wie bewertet die Bundesregierung das Nichtvorliegen des Berichts angesichts dessen, dass die Fachressorts ihre für 2013 geplanten Programme erst starten können, wenn das „Bewirtschaftungsschreiben“ des BMF vorliegt und dies faktisch einen Förderstopp für die Programme bedeutet, die nicht auf rechtlich bindenden Zusagen aus den letzten Jahren beruhen?
