Summary
Vergütung von Krankenhausleistungen durch im voraus vereinbartes Budget mit Festlegung der Pflegesätze vor Beginn des Pflegesatzzeitraums in Eigenverantwortung der Krankenhäuser und Krankenkassen; Einrichtung unabhängiger Schiedsstellen für den Fall der Nichteinigung. Umstellung der Pflegesätze auf leistungsbezogenere Vergütungsformen, Eröffnung von Gewinn- und Verlustmöglichkeiten. Schaffung höherer Transparenz der Krankenhauskosten, verstärkte Berücksichtigung von Kosten und Leistungen vergleichbarer Krankenhäuser, von Empfehlungen zur Wirtschaftlichkeit und Leistungsfähigkeit sowie der Möglichkeit der Kostendämpfung bei Pflegesatzverhandlungen
