Summary

The purpose of the bill is to update the organization of healthcare services, strengthen patient safety and give the Health Board better opportunities to assess the quality of healthcare services. In addition to the formal requirements, when granting an activity license, the Board of Health will be able to assess the content of the service, work organization and quality and patient safety assurance. At the same time, the activity license procedure is simplified, using more of the data already available in the registers and reducing it duplicative administration. The grounds for suspending the registration of a healthcare worker are also specified. The Board of Health can intervene if a healthcare worker significantly or repeatedly violates professional or professional requirements, or his actions threaten the patient's safety or the quality of treatment. Before the suspension of the registration, as a milder measure, it is possible to require the completion of additional training, and to restore the suspended registration, a theory and practical exam must be successfully completed. Also the organization of the ambulance service is specified: the ambulance is more clearly linked to the outing organization of the Emergency Center and is distinguished from ordinary patient transport and other support services. The provision of healthcare services in a crisis situation will be made more flexible. In coordination with the Health Board, if necessary, the place of service provision can be changed, the service can be provided without a normal operating license, and foreign armed forces and voluntary associations can be involved in the provision of assistance. When applying for an activity license, the administrative burden on entrepreneurs may initially increase somewhat, but digitization and greater use of register data should ultimately reduce this. In addition, the organization of the ambulance service will be specified and the possibility of using special-purpose brigades will be created. From now on, the assistance provided on the basis of the outing order of the Emergency Center will be considered ambulance, which helps to distinguish it more clearly from, for example, patient transport and events of medical security. At the same time, hospitals can use off-duty teams for special purposes, such as an ambulance to transport patients in critical condition from one hospital to another. In the future, the rules of family medical care will not be applied to the healthcare of the Defense Forces, and in a crisis situation, doctors and nurses from foreign countries and international voluntary medical organizations can be more flexibly involved in the provision of healthcare services.
