Summary
Eelnõu eesmärk on parandada perearstiabi kättesaadavust, järjepidevust ja jätkusuutlikkust ning muuta süsteem paindlikumaks piirkondades, kus perearste napib. Perearst saab edaspidi keelduda inimese nimistusse võtmisest, kui nimistus on üle 1600 inimese ja samas teeninduspiirkonnas on võimalik liituda väiksema nimistuga. Samuti luuakse võimalus määrata riski- ja kriisipiirkondi, kus saab rakendada erimeetmeid, näiteks toetada perearstide tööle asumist, soodustada koostööd või korraldada teenust ajutiselt tavapärasest erinevalt. Muudatuste vajadust suurendab perearstide vananemine: 2033. aastaks vajab vanuse tõttu asendamist ligikaudu 420 perearsti. Muudatustega luuakse paindlikumad võimalused perearsti lahkumise või teenuse katkemise korral kiiresti asendus korraldada ja tagada inimestele perearstiabi järjepidevus. Seadus on kavandatud jõustuma 1. märtsil 2027.
