Summary
Muudatustega luuakse Eestis õiguslik raamistik Euroopa digiidentiteedikukru kasutuselevõtuks. Digikukkur on vabatahtlik üleeuroopaline e-identimise vahend, millega saab inimene oma isikut digitaalselt tõendada ja kasutada e-teenuseid nii Eestis kui ka mujal Euroopa Liidus. Eelnõuga määratakse kindlaks digikukru kasutuselevõtuks vajalikud riigisisesed rollid ja reeglid. Peamiseks järelevalveasutuseks saab Riigi Infosüsteemi Amet ning digikukru pakkujatele kehtestatakse loamenetlus. Eestis väljaantavasse digikukrusse lisatakse ka isikukood, et seda saaks võimalikult laialdaselt kasutada Eesti e-teenustes. Andmekaitse küsimustes täidab järelevalverolli Andmekaitse Inspektsioon. Muudatustega ajakohastatakse ka usaldusteenuste nõudeid ja kehtestatakse ELi nõuetele vastavad trahvimäärad. Digikukru rakendustarkvara peab üldjuhul olema avatud lähtekoodiga. Uue lahenduse eesmärk on anda inimestele seniste e-identimise vahendite kõrval täiendav turvaline võimalus digiteenuste kasutamiseks ning suurendada ühtlasi Eesti e-riigi toimekindlust.
