Summary
Eelnõuga laiendatakse isikute ringi, kes tohivad raadiosidet piirata, samuti täpsustatakse olukordi, kus seda teha võib. Praegu kehtiv regulatsioon ei vasta enam julgeolekuolukorrale ja pärsib mh riigi droonitõrje võimalusi. Raadioside piiramine võib ajutiselt mõjutada mobiilsideteenuste kättesaadavust piirangu piirkonnas. Selle vältimiseks või mõju vähendamiseks peab raadiosidet piirava seadme kasutamiseks olema Tarbijakaitse ja Tehnilise Järelevalve Ameti (TTJA) väljastatud sagedusluba, millele saab seada vajalikud tehnilised tingimused. Samas võib nende jaoks avalduda vähene ja ajutine mõju mobiilsideteenuste kättesaadavusele raadioside piiramise mõjupiirkonnas. Selliste riskide maandamiseks on loodud mehhanism, mis nõuab raadiosidet piirava seadme kasutamiseks sagedusluba. Selle väljastajaks on TTJA, kes kaalub sagedusloa andmisega seonduvaid riske ja seab nende maandamiseks sagedusloale vajalikud tehnilised tingimused. Sagedusloa taotlemine raadioside piiramiseks vabastatakse riigilõivust.
