Eelnõu eesmärk on langetada valitud põhitoiduainete käibemaksumäär püsivalt 24 protsendilt 13 protsendile. Soodusmäär rakendub värskele ja külmutatud lihale ning kalale, tavapärastele maitsestamata piimatoodetele, täidiseta leiva- ja saiatoodetele ning värskele ja külmutatud köögi- ja puuviljale.
