Summary
Eelnöu reguleerib Euroopas tõsiseks probleemiks kerkinud araabia kultuuridest pärinevate näokatete - burka ja niqab - kandmist. Eelnõu seletuskirjas on selgitatud, et burka on islamiriikides kasutatav naiste riideese, mis katab kogu keha pealaest jalatallani, jättes silmadele vaid kitsa vaatepilu. Niqab on tavaliselt ristkulikukujuline riie, mis on kinnitatud naiste pearäti külgedele ja katab näo nii, et vaid silmad jäävad nähtavale. Euroopat tabanud immigratsioonikriisi käigus on reljeefselt välja tulnud, et inimöiguste ja põhiseadusega tagatud üksikisikute õigused on sattunud kolmandatest maadest tulnud rahvusrühmade religioossete ja kultuuriliste erinevuste tõttu surve alla. Islamiusuliste kultuuritaust ja kombed ei tunnista sugudevahelist võrdõiguslikkust, nagu Eesti tavad, kultuur ja seadusandlus ette näevad. Naiste ahistamine burka ja niqabi kandmise sunni läbi ei sobi kokku Eesti kommete ega väärtussusteemiga.
