Summary
Eelnõu näeb ette tunnistada kehtetuks Eestis elavate kolmandate riikide kodanike ja kodakondsust mitte omavate isikute hääletamisõigus kohalike omavalitsuste valimistel. Praeguse seaduse järgi võivad kohalikel valimistel osaleda ka välismaalased, kes elavad Eestis pikaajalise elaniku elamisloa või alalise elamisõiguse alusel ja kes on valimispäevaks saanud 16-aastaseks ning kelle püsiv elukoht, mille aadressiandmed on kantud Eesti rahvastikuregistrisse, asub vastavas vallas või linnas. Seletuskirjas märgitakse, et kolmandate riikide hääletamisõiguse Eesti kohalikel valimistel on julgeolekuküsimus ja seda eriti Venemaa Ukraina vastase agressioonisõja kontekstis. Venemaa üheks liitlaseks selles agressioonis on ka Valgevene. Ei ole õige, et sellises olukorras võimaldab Eesti osaleda Venemaa ja Valgevene kodanikel oma kohalike omavalitsuste valimisel.
