Summary
Eelnõu näeb peamise muudatusena ette erakondade rahastamise järelevalve komisjoni asendamise uue kontrolliorganiga – Riigikontrolliga. Seletuskirjas põhjendatakse, et kontrollitegevuse professionaalsuse tõusu tõttu muutub sihtrühma jaoks erakondade rahastamise kontroll arusaadavamaks ning suureneb rahastamise läbipaistvus. Valijate informeeritus on teadlike valimisotsuste tegemise eelduseks. Sihtrühmaks on erakonnad, valimisliidud ja üksikkandidaadid. Muudatus mõjutab kogu sihtrühma. Kontrolliorgani muutumine ei too kaasa muudatusi rahastamise nõuetes. Sihtrühma tuleb piisava ajavaruga teavitada organi muutusest ning vajadusest esitada aruandeid uuele organile. Pooleliolevaid kontrollitoiminguid jätkab erakondade rahastamise järelevalve komisjoni (ERJK) asemel Riigikontroll, samuti osaleb Riigikontroll õigusjärglasena ERJK asemel käimasolevates kohtumenetlustes.
