Summary
Eelnõu suunab soojusettevõtjad stabiilsema, keskkonnasäästlikuma ja odavama hinnaga kütuse kasutamisele, et tagada kaugkütte tarbijale võimalikult soodne ja stabiilne soojusenergia hind käsikäes kindla ning võimalikult efektiivselt korraldatud soojusvarustusega. Kaugkütte hinna alandamine nõuab suuremahulisi investeeringuid, mille tegemiseks vajab investor pikaajalist ja stabiilset regulatsiooni. Selleks näeb eelnõu ette suurema tulukuse võimaldamise, kui investeering tagab tarbijale oluliselt soodsama kaugküttehinna. Stabiilsema regulatsiooni tagamiseks viiakse seadusesse regulatsioon, mis seni olid kajastatud konkurentsiameti metoodikas. Eelnõu üheks oluliseks muudatuseks on ka suuremas võrgupiirkonnas tegutseva soojusettevõtja ostja eelkontroll. Sarnaselt maagaasi ülekandevõrgu ostule eelnenud eelkontrollile peab kaugkütteseaduse muudatuse kohaselt ka üle 50 GWh müügi aastamahuga piirkonnas tegutseva katlamaja või soojustorustiku ostja läbima siseministeeriumi eelkontrolli riigi sisejulgeoleku seisukohast. Üle 50 GWh müügi aastamahuga piirkonnad on Tallinn, Narva, Tartu, Ahtme-Jõhvi ja Kohtla-Järve ühendatud võrgupiirkond, Sillamäe, Pärnu, Viljandi ja Jämejala, Kuressaare, Võru, Haapsalu ja Paide võrgupiirkond. Muudatus suurendab energiajulgeolekut. Eelnõu muudab kohalikele omavalitsusüksustele kohustuseks koostada hiljemalt 2017. aasta 31. detsembriks soojusmajanduse arengu kavandamise otsus. Selles otsuses nähakse kohaliku omavalitsuse haldusterritooriumil asuva kaugkütte võrgupiirkonna tulevikuperspektiivid ette vähemalt 10 aastaks. Otsuse aluseks oleva analüüsi koostamise toetamiseks on loodud tagastamatu abi toetusmeede, mille raames saab katta kuni 90% analüüsi kuludest. Eelnõu on töötatud välja koostöös Konkurentsiameti ning Eesti kaugkütteettevõtjaid koondava Eesti Jõujaamade- ja Kaugkütte Ühinguga.
