Summary
Eelnõu näeb ette tagada hooldekodukoht igale hädasolijale sõltumata tema enda ja ta perekonna rahalistest võimalustest. Selgituse kohaselt näeb lahendus ette, et hooldekodu muutub seda vajavatele eakatele pensioni eest kättesaadavaks. Hooldekodu hinnavahe on eelnõu järgi riigi ja omavalitsuse kanda. Täpse rahastusmudeli väljatöötamine jääb aga valitsuse ülesandeks.
