Summary
Eelnõu muudab taastuvast energiaallikast ja tõhusa koostootmise režiimil toodetud elektrienergia toetusskeemi põhimõtteid. Eelnõu eesmärk on muuta toetusskeem tarbijale vähem koormavaks, sidudes toetuste maksmine riigi võetud taastuvast energiaallikast elektrienergia tootmise eesmärgiga ning toetuse saamine vähempakkumise võitmisega. See tagab taastuvelektri tootmises tugeva konkurentsi ning võimaldab täita riigi eesmärki tarbijat kõige vähem koormaval viisil. Eelnõuga reguleeritakse, et kui olemasolevate tootmisseadmete tootmismahust ei piisa, et riigi taastuvast energiaallikast elektrienergia tootmise või tõhusal koostootmisrežiimil toodetud elektrienergia eesmärki täita, korraldab valitsus majandus- ja taristuministri ettepanekul täiendava tootmismahu saamiseks vähempakkumise. Lisaks sellele eristatakse olemasolevad tootjad, mis saavad 12aastase toetusperioodi lõpuni praegu kehtivate toetusmäärade alusel toetust edasi. Seega toimub olemasolevate toetusskeemide järkjärguline vähenemine. Seadusesse lisatakse rahvusvaheliste koostöömehhanismide regulatsioon, millega võetakse üle ELi vastav direktiiv. Direktiiv soodustab taastuvatest energiaallikatest toodetud energia kasutamist. Koostöömehhanismi alla kuuluva statistikakaubanduse raames on Eestil võimalik müüa oma eesmärki ületavat taastuvenergia statistikat sellest huvitatud liikmesriigile. Kui statistikakaubanduse raames vajalik statistikakogus on suurem kui Eesti ülejääk, võib valitsus eelnõu kohaselt täiendava statistika saamiseks vähempakkumise korraldada. Euroopa Liit on seadnud eesmärgiks tõsta taastuvenergia osakaalu kõigi energialiikide üleselt 2020. aastaks 20 protsendini. Eesti täitis riikliku taastuvenergia tootmiseesmärgi, 25 protsenti, juba 2011. aastal, 2014. aastal toodeti Eestis 26,52 protsenti energiast taastuvatest allikatest.
