European Union Common Agricultural Policy Implementation Act

The bill updates the necessary references to EU law, changes the applicable provisions in accordance with the Common Agricultural Policy (CAP) reform package, based on the prerequisites, implementation control and monitoring necessary for the implementation of EU CAP remedies. Changes are being made to the system of direct agricultural subsidies. The implementation of measures for the common market organization of agricultural products will be brought into line with the amended relevant regulation of the EU. In addition, it is stipulated the basis for granting rural development grants for the program period 2014–2020.

Act to amend the National Export Guarantee Act

The amendments to the National Export Guarantee Act are divided into two. Most of the changes are necessary to create the possibility to provide a national export guarantee also on the basis of credit insurance contracts for short-term transactions, in which an insured person other than the guarantor is defined. In addition, the limit on the volume of simultaneously valid national export guarantees will be changed: the volume will be increased from the current 191,734,949 euros to 400,000,000 euros. With the bill there is primarily an economic impact, which consists of an impact on the activities of companies and the business environment. Indirectly, the draft may also have an impact on regional development. The explanatory letter states that the State Export Guarantee Act (hereafter ERTS), which entered into force at the end of 2009, establishes the basis of the state guarantee of exports and defines the credit insurance company established by the state as the provider of the state export guarantee. In 2010, the national export began The joint-stock company KredEx Krediidikindlustus operates as the organizer of the guarantee. The granting of a national export guarantee is regulated by the legislation of the European Union, which sets restrictions on guaranteeing payment obligations to buyers arising from both short- and long-term export transactions with the support of the state, with the aim of preventing states from providing such aid that harms or threatens to harm competition and is therefore not compatible with the internal market.

Law approving amendments to the Convention on International Carriage by Rail and its Annexes

COTIF is a unified system of legal regulations concerning the international rail transport of passengers, luggage and goods. In addition to international rail transport, the uniform rules of COTIF are also applied to related road and water transport. As of December 1, 2020, OTIF includes 50 member states from Europe, North Africa and Central Asia, as well as Jordan, and the European Union as an organization. The members of the organization are all the EU member states Cyprus and Malta, as these countries do not have railways. The uniform rules for the carriage of passengers and goods (CIV and CIM) contained in the annexes of the convention are applied on railways for more than 250,000 km.

Riigikogu decision "Proposal to the Government of the Republic on the development of a hydrogen strategy"

The bill proposes that the government develop a national hydrogen strategy to harness the potential of hydrogen technologies to reduce carbon emissions and decarbonize the economy. The hydrogen strategy provides a basis for the integration of hydrogen technologies into the national climate documents "Basics of climate policy until 2050" and "Estonia's national energy and climate plan until 2030".

Natural Gas Act Amendment Act

The bill transposes an EU directive dealing with common rules for the internal market of natural gas. There are two types of changes in the bill. They are related to the additional responsibilities of the Competition Authority in connection with the conduct of cross-border disputes and the regulation for entering into an agreement with a third country regarding the operation of the transmission network or pipeline of the production stage.

Electricity Market Act Amendment Act

The aim of the bill is to increase the competition for the lower tenders for electricity production from renewable energy sources, to reduce the use of fossil fuels in electricity production and to improve the security of supply of electricity production in Estonia. According to the current regulation, only such production equipment that has not produced electricity before the reduction tender may participate in the tenders organized to fulfill the national renewable energy goal. The change in the future, an existing producer may also participate in such a lower offer, in order to motivate such producers to use renewable energy sources instead of fossil fuels as an input for electricity production in the future. In this case, the winner of the lower tender may be paid a subsidy for each lower tender within three years from the start of electricity production from the renewable energy source that was the subject of the lower tender.
