Summary
Eelnõu ajakohastab keskkonnateabe käitlemise korda riigi andmekogudes. Keskkonnaregistri asemele luuakse keskkonnaandmeid koondav keskkonnaportaal, milles kuvatakse eri andmekogudes hoitav keskkonnateave ning asutatakse iseseisvate andmekogudena Eesti looduse infosüsteem (EELIS) ja maavarade register, mis on senini toiminud keskkonnaregistri alaminfosüsteemidena. Luuakse uus keskkonnaandmeid koondav veebileht keskkonnaportaal, mis võimaldab internetikeskkonnas keskset juurdepääsu riigi andmekogudes hoitavale keskkonnateabele ja annab keskkonnaseisundist põhjuslikult ja ruumiliselt seostatud ülevaate. Eri andmekogudele juurdepääsu tagamine ühe veebilehe kaudu ei tähenda iseseisva andmekogu loomist, vaid infotehnoloogilist lahendust, mis hõlbustab andmete kasutamist. Keskkonnaportaalist saab üks ja ainus värav kõikidele valitsemisala avalikele andmetele. Iseseisva andmekoguna asutatava EELISe eesmärk on süstematiseeritult koguda ja tagada avalik andmete kättesaadavus keskkonnaga seotud ruumiobjektide kohta. EELISe andmed avalikustatakse keskkonnaportaalis. Kuna EELISe olemasolev lahendus on tehniliselt aegunud, on paralleelselt seadusega alustatud ka uue EELISe arendamisega. Keskkonnateavet sisaldavate andmekogude korrastamise protsess on toimunud juba pikema aja vältel. Muu hulgas on asutatud keskkonnaseire andmekogu KESE, keskkonnalubade infosüsteem KOTKAS ning kalanduse lubasid ja andmeid sisaldav teadus- ja harrastuskalapüügi andmekogu TEHA. Kuna senine keskkonnaregister asendub veebilehega ent valdav osa keskkonnaregistri senistest nimistutest/andmetest on praegu ja on ka edaspidi kogutud EELISesse, antakse õiguslik alus seni registri alaminfosüsteemidena tegutsenud EELISele ja ka maavarade registrile. Keskkonnaregistri alaminfosüsteemid on keskkonnaregistrisse kogutavate andmete algallikad ehk andmekogud avaliku teabe seaduse järgi. Eelnõu mõju on eelkõige riigiasutuste töökorraldusele ja keskkonnainfo avalikule kättesaadavusele. Eelnõuga ei kavandata kehtiva õigusega võrreldes põhimõttelisi muudatusi. Eelnõu ajakohastab keskkonnateabe riigi andmekogudes käitlemise korda ja tunnistab õigusselguse ja parema halduse huvides keskkonnaregistri seaduse kehtetuks.
