Summary
Välismaalaste seaduse ja kõrgharidusseaduse muutmise seaduse eelnõu on välja töötatud, et vältida Eesti kujunemist odava tööjõu sissevoolu maaks, kuna see pärsib tehnoloogilist arengut ning surub alla Eesti töötajate palgataset. Teiseks eesmärgiks on Eesti ülikoolide ingliskeelestumise peatamine Eesti maksumaksja kulul ja ülikoolide õppekvaliteedi toetamine, samuti välistamine, et ülikoolid muutuksid nn migratsioonipumbaks ehk hüppelauaks, mille kaudu kolmandate riikide kodanikud saavad võimaluse tulla Euroopa Liitu. Kolmandaks eesmärgiks on täita Eesti põhiseadust, mille kohaselt on Eesti Vabariik loodud selleks, et tagada eesti rahvuse, keele ja kultuuri säilimine läbi aegade. Põhiseaduse täitmist ohustab suuremahuline immigratsioon, mille mõistlik reguleerimine ongi eelnõu peamiseks eesmärgiks.
