Summary

The draft law amending the Law on Foreigners and the Law on Higher Education has been developed to prevent Estonia from becoming a country of influx of cheap labor, as it inhibits technological development and depresses the wage level of Estonian workers. Another goal is to stop Estonian universities becoming English-language at the expense of the Estonian taxpayer and to support the educational quality of universities, as well as to prevent universities from becoming a so-called migration pump or springboard, which through third-country nationals have the opportunity to come to the European Union. The third goal is to fulfill the Constitution of Estonia, according to which the Republic of Estonia was created to ensure the preservation of the Estonian nation, language and culture throughout the ages. The fulfillment of the Constitution is threatened by large-scale immigration, the reasonable regulation of which is the main goal of the bill.
