Kohaliku omavalitsuse korralduse seaduse muutmise seadus

Summary

Eelnõuga tehakse muudatus, mis on vajalik huvide konflikti vältimiseks kohaliku omavalitsuse revisjonikomisjoni töös. Seletuskirjas märgitakse, et kohaliku omavalitsuse revisjonikomisjoni liige, kes töötab sama valla või linna ametiasutuses töölepingu alusel, satub olukorda, kus kontrollides ja hinnates oma tööandja – valla või linnavalitsuse ametiasutuse või selle hallatava asutuse – tegevust, asub teostama järelevalvet oma otsese ülemuse üle. Seega satub valla või linna ametiasutuses töölepingu alusel töötav kohaliku omavalitsuse revisjonikomisjoni liige huvide konflikti ning korrektne on end niisuguses olukorras taandada.
