Summary
Jäätmeseaduse uus versioon on ette valmistatud keskkonnaõiguse korrastamise raames ning asendab seni kehtinud jäätmeseaduse ja pakendiseaduse. Elanikkonna ja jäätmekäitlusettevõtete jaoks on üks olulisem muudatus olmejäätmete veo teenuse hinna kujunemine. Selleks, et motiveerida inimesi senisest enam sortima jäätmeid, tuleb uue korra järgi prügiveo arvel eraldi näidata hinnad liigiti kogutud jäätmete ja segaolmejäätmete eest. Kuna liigiti kogutud jäätmete äraandmine on oluliselt odavam segaolmejäätmete äraandmisest, saab arvel hinna erinevuse väljatoomisel kliente motiveerida näiteks paberit ja pakendeid segaolmejäätmetesse mitte viskama. Selleks, et muuta selgemaks avalike kogumismahutite kasutamine, ühtlustatakse seaduses prügikonteinerite värvilahendused vastavalt pakendijäätme liigile, mida sinna tohib visata. Uued paberi- ja kartongpakendijäätmete mahutid peavad olema sinised, klaaspakendijäätmete mahutid rohelised ning segapakendi jäätmete mahutid kollased. Olemasolevaid kogumismahuteid üle värvima ei pea, kuna see on liiga kulukas. Täpsustatakse tootjate ja tootjavastutusorganisatsiooni rahalise tagatise nõudeid. Probleemtoote tootja rahaline tagatis peab katma nii tema poolt turule lastud toodetest tekkinud jäätmete käitlemise korraldamise kui ka käitlemise kulud. Näiteks, kui metsast leitakse rehvihunnik, siis see koristatakse ja kulud kaetakse tagatisest. Muudatusi on ka vanarehvide, patarei- ja akujäätmete ning kodumajapidamiste elektroonikaromude kogumise ja taaskasutamise korraldamises. Edaspidi on nende toodete tootjad ehk valmistajad või maaletoojad, kohustatud liituma või sõlmima lepingu tootjavastutusorganisatsiooniga. Seni oli see vabatahtlik.
